Patient Rights & Responsibilities

Patient Rights

A patient has the right to:

  1. Be treated with courtesy, respect, and without discrimination based on age, gender, race, nationality, religion, ethnicity, disability, or marital status.

  2. Protection of privacy and confidentiality across the continuum of care.

  3. Know the healthcare providers involved in their care.

  4. Receive clear, understandable information about their diagnosis, treatment plan, risks, and any changes in health status.

  5. Have their personal values, beliefs, and cultural needs respected without discrimination. Receive support for physical, psychological, social, emotional, spiritual, and religious needs.

  6. Be informed of any known delays in care or treatment.

  7. Receive assistance for vision, speech, hearing, language, mobility, or cognitive needs when required.

  8. Receive immediate emergency care, regardless of the ability to pay.

  9. Choose their healthcare provider when medically appropriate and feasible.

  10. Provide written General Consent for treatment at Dubai Health upon admission and/or registration with the healthcare facility.

  11. Informed consent before any treatment, surgery, anesthesia, transfusion of blood and blood products, or any other medical procedures.

  12. Refuse or discontinue medications, treatments, or procedures.

  13. Participate in decisions about their care alongside the healthcare team.

  14. Receive information that is appropriate to one’s age, cognitive level, literacy, educational level, language, and care needs.

  15. Receive medical care in a safe and secure environment.

  16. Receive a detailed explanation if transferred to another facility, including obligations and available alternatives upon request.

  17. Receive an itemized bill explaining all charges, regardless of whether it will be paid by the patient or by other sources.

  18. Submit feedback or complaints regarding the care or services received by contacting the 04 Platform.

  19. The right to provide or withhold consent for participation in medical research.

  20. The right to provide or withhold consent for participation in medical training programs and surveys.

  21. Ask for a second opinion within or outside the healthcare facility.

Patient Responsibilities

A patient has the responsibility to:

  1. Follow the healthcare facility’s rules and regulations.

  2. Be considerate toward the rights and responsibilities of other patients and all staff.

  3. Provide accurate personal and medical information.

  4. Cooperate during examinations and procedures.

  5. Report unexpected changes in your condition to the responsible healthcare provider.

  6. Follow the treatment plan recommended by the healthcare provider team.

  7. Be responsible for the consequences of refusing or not following the treatment plan.

  8. Attend appointments on time and contact us in advance if you wish to change or cancel the booking.

  9. Respect restricted areas, visiting hours, and refrain from using mobile phones or photography in the facility.

  10. Adhere to safety regulations, including the no-smoking policy, maintaining cleanliness, and practicing proper hand hygiene.

  11. Ensure timely payment of any financial obligations.

  12. Avoid bringing valuable personal belongings, as the facility cannot be held responsible for any loss or damage.
